Knowing how is not the same as knowing why.
Indeed this is true when discussing as he does Agents and Agencies. But there are cases where telling how is like telling why. One wonders if there can be any knowing without telling of some sort, how any translation of knowledge does not depend on some sort of recursivity.

One wonders. One wonders when and where the wondering ceases. One has long ago ceased to be troubled by who wonders.
